This volume covers the years 700-715 A.D., a period that witnessed the last five years of the caliphate of the Umayyad 'Abd al-Malik b. Marwan and the whole of the caliphate of his son al-Walid. In retrospect, this period can be seen to have marked the apogee of Marwanid Umayyad power. It began with the dangerous revolt of the Iraqi tribal leader Ibn al-Ash'ath, which seriously imperilled Marwanid control of Iraq and was countered with considerable difficulty; but this proved to be the last of the obstacles faced by 'Abd al-Malik in the wake of the Second Civil War of 685-693. Thereafter he was able to preside over a strong and dynamic Arab kingdom, with al-Hajjaj b. Yusuf as his powerful governor of Iraq and the East. When 'Abd al-Malik died in 705, the caliphate passed to his son al-Walid, during whose decade of office al-Hajjaj remained at his post and further Arab expansion took place in Central Asia, in Sind, and in the Iberian Peninsula. To many of their contemporaries, the Arabs of that time must have looked like potential world conquerors. The volume ends shortly after the deaths of al-Hajjaj and al-Walid and just two years before the dispatch in 717 of the ill-fated Arab expedition to Constantinople.

In the late 1970s and throughout the 1980s, many private employers in the United States enacted fetal protection policies that barred fertile women—that is, women who had not been surgically sterilized—from working in jobs that might expose fetuses to toxins. In Fetal Rights, Women's Rights, Suzanne Samuels analyzes these policies and the ambiguous responses to them by federal and state courts, legislatures, administrative agencies, litigants, and interest groups. She poses provocative questions about the implicit links between social welfare concerns and paternalism in the workplace, including: are women workers or wombs? Placing the fetal protection controversy within the larger societal debate about gender roles, Samuels argues that governmental decision-makers confuse sex, which is based solely on biological characteristics, with gender, which is based on societal conceptions. She contends that the debate about fetal protection policies brought this ambiguity into stark relief, and that the response of policy-makers was rooted in assumptions about gender roles. Judges, legislators, and regulators used gender as a proxy, she argues, to sidestep the question of whether fetal protection policies could be justified by the biological differences between women and men. The fetal protection controversy raises a number of concerns about women's role in the workplace. Samuels discusses the effect on governmental policies of the ongoing controversy over abortion rights and the debates between egalitarian and relational feminists about the treatment of women at work. A timely and engrossing study, Fetal Rights, Women's Rights details the pattern of gender politics in the United States and demonstrates the broader ramifications of gender bias in the workplace.

In a vitally important book for anyone interested in nuclear proliferation, defense strategy, or international security, Matthew Kroenig points out that nearly every country with a nuclear weapons arsenal received substantial help at some point from a more advanced nuclear state. Why do some countries help others to develop nuclear weapons? Many analysts assume that nuclear transfers are driven by economic considerations. States in dire economic need, they suggest, export sensitive nuclear materials and technology—and ignore the security risk—in a desperate search for hard currency. Kroenig challenges this conventional wisdom. He finds that state decisions to provide sensitive nuclear assistance are the result of a coherent, strategic logic. The spread of nuclear weapons threatens powerful states more than it threatens weak states, and these differential effects of nuclear proliferation encourage countries to provide sensitive nuclear assistance under certain strategic conditions. Countries are more likely to export sensitive nuclear materials and technology when it would have the effect of constraining an enemy and less likely to do so when it would threaten themselves. In Exporting the Bomb, Kroenig examines the most important historical cases, including France's nuclear assistance to Israel in the 1950s and 1960s; the Soviet Union's sensitive transfers to China from 1958 to 1960; China's nuclear aid to Pakistan in the 1980s; and Pakistan's recent technology transfers, with the help of "rogue" scientist A. Q. Khan, from 1987 to 2002. Understanding why states provide sensitive nuclear assistance not only adds to our knowledge of international politics but also aids in international efforts to control the spread of nuclear weapons.
