Transport prices for most African landlocked countries range from 15 to 20 percent of import costs. This is approximately two to three times more than in most developed countries. It is well known that weak infrastructure can account for low trade performance. Thus, it becomes necessary to understand what types of regional transport services operate in landlocked African nations and it is critical to identify the regulation disparities and provision anomalies that hurt infrastructure efficiency, even when the physical infrastructure, such as a road transport corridor, exists. Transport Prices and Costs in Africa analyzes the various reasons for poor transport performance seen widely throughout Africa and provides a compelling case for a number of national and regional reforms that are vital to the effort to address the underlying causes of high transport prices and costs and service unpredictability seen in Africa. 'The Cost of Being Landlocked' proposes a new analytical framework to interpret and model the constraints faced by logistics chains on international trade corridors. The plight of landlocked developing countries (LLDCs) has naturally received special attention for decades, leading to a specific set of development priorities based upon the concept of dependence on the transit state. Therefore, the standard approach used to tackle the cost of being landlocked has been predominantly aimed at developing regional transport infrastructure and ensuring freedom of transit through regional conventions. But without sufficient attention given to the performance of logistics service delivery to traders, the standard approach is unable to address key bottleneck concerns and the factors that contribute to the cost of being landlocked. Consequently, the impact of massive investment on trade corridors could not materialize to its full extent. Based on extensive data collection in several regions of the world, this book argues that although landlocked developing countries do face high logistics costs, these costs are not a result of poor road infrastructure, since transport prices largely depend on trucking market structure and implementation of transit processes. This book suggests that high logistics costs in LLDCs are a result of low logistics reliability and predictability, which stem from rent-seeking and governance issues. 'The Cost of Being Landlocked' will serve as a useful guide for policy makers, supervisory authorities, and development agencies.

By 2030 more than three quarters of the world's absolute poor are projected to live in Africa. Accelerating economic growth is key to rising incomes on the continent, and central to this challenge is establishing activities that are capable of employing large numbers of unskilled workers, that can raise productivity through innovation, and that can power growth through exports. Such structural transformation is a key driver of growth, and between 1950-1996 about half of the economic catch-up by developing countries (led by East Asia) was due to rising productivity in manufacturing combined with growing agricultural output. Africa, however, has lagged behind. In 2014, the average share of manufacturing in GDP in sub-Saharan Africa hovered around 10 per cent, unchanged from the 1970s, leading some observers to be pessimistic about Africa's potential to catch the wave of sustained rapid growth and rising incomes. Industries Without Smokestacks: Industrialization in Africa Reconsidered challenges this view. It argues that other activities sharing the characteristics of manufacturing- including tourism, ICT, and other services as well as food processing and horticulture- are beginning to play a role analogous to that played by manufacturing in East Asia. This reflects not only changes in the global organization of industries since the early era of rapid East Asian growth, but also advantages unique to Africa. These 'industries without smokestacks' offer new opportunities for Africa to grow in coming decades.

The development aid community has placed a great deal of emphasis on the need for rural mobility in Sub-Saharan Africa (SSA). Thus far, most development partners and governments in SSA have relied on two overarching assumptions when dispensing transport aid that most households in rural areas in Africa are not connected to markets and therefore need a road passable for a truck, and that roads with high levels of service are crucial in order to achieve high economic impact. Based on data collection from various sources in three SSA countries, 'Rural Road Investment Efficiency' demonstrates that from a cost-benefit perspective, the additional cost of extending an all-weather road two more kilometers to the farmer s door outweigh the benefits in most cases. 'Rural Road Investment Efficiency' seeks to enhance the effectiveness of aid allocated for rural transport in SSA and calls into question the need for full implementation of all benchmarks set forth in the Rural Access Index (RAI) in SSA. The gestation period of this collection has been lengthy even by academic stan dards. Some of our long-suffering contributors prepared their original drafts for a workshop held in Nairobi in 1967, and although they have all up-dated their contributions they are still essentially reporting on research conducted in the late 1960s. However, we feel that their various findings and analyses of the issues they respectively treat have a continuing validity in our comprehension of the problem of rural development. Other contributions reporting on more recent work have been incorporated at different times since, most of them not commissioned especially for this symposium but all adding something to our understanding of the problem. The slow accumulation of material which makes up this fmal collection parallels an evolution in our own collective thinking, if indeed not that of most students of 'development' over the past decade. The progression has not been towards fmal clarification of the complex and changing East African realities, nor towards formulation of an accepted model for their analysis; rather, it has been marked by the questioning of the initial, somewhat simplistic assumptions with which some of us started out and a continuing debate and widening polar ization of views about the significance of that process of government 'pene tration' of the rural areas which is our focus, about the positive or negative value of 'development' policies in East Africa and, indeed, about the appropri ate theoretical approaches to the study of 'development' in general.
